TSSP Monitoring, Evaluation and Reporting

The TSSP monitoring and evaluation framework is designed to capture performance information and data relevant to the transport sector in PNG and to communicate results to key stakeholders. Information and performance data is collected and synthesised to inform three important stakeholder groups – the Transport Sector Coordination, Monitoring and Implementation Committee (TSCMIC) including AusAID, individual transport sector agencies, and TSSP.

TSSP specialists and advisors have been appointed to assist partner agencies improve governance, capacity building and service delivery. TSSP also provides, monitors and reports on infrastructure maintenance funding under agreed agency-based workplans. Strengthening agency corporate planning and reporting is closely linked to TSCMIC strategic planning and reporting. In supporting the TSCMIC achieve its strategic targets, TSSP, through management and advisors provide a range of reports, all of which link to three broad result areas that underpin the TSSP M&E Framework: governance, capacity building and access (infrastructure). The program outcomes are described in the Transport Sector Program Logic.

Under the M& E Framework, Transport Sector Outcomes and Annual Targets are reviewed annually and provide the basis for the preparation of the Transport Sector Performance Report.

TSSP capacity building outcomes and the approach to M&E for capacity building and institutional strengthening are described in TSSP Capacity Building Program Logic and M & E Plan. Performance Story Reports (PSRs) are prepared to evaluate the impact and effectiveness of the TSSP capacity building approach in particular cases. A PSR was prepared in 2009 considering the TSSP Human Resources adviser contribution toward the achievement of capacity building outcomes in the HR Department of PNG Ports Corporation Limited. The findings of that study are presented in this narrative report.

Quality assurance of the M&E system is maintained through regular review meetings of specialist and advisory staff, review of advisor reports and with direct consultation with key counterpart staff and agency heads.
